I personally have 4 Kaneka favors from before things got ugly. I don't believe that 6 more dropped before or during the war for his supporters. So I think that NOBODY can master this action.
But this isn't about mastery, this is about changing the direction of the war and the entire game for that matter. Each of those favors spent are much more influential than perhaps 50 clicks at the last battle were.
Spend them wisely. I wish I could, but it wouldn't make sense.
