A couple notes on the Venomous Shrine and Khamul's small part in all this:
First, there are no maho-users or tainted individuals at the Venomous Shrine; Khamul views the taint as a weakness, and would not tolerate it among the ranks of his followers. Likewise, he sees maho as a crutch that only the weak need to rely on.
As Shoju pointed out, Khamul is in posession of an artifact from Isawa Chuda. He has used the shrine to draw followers that he had intended to throw away as a distraction in order to get close enough to challenge Kaneka (whom he believes to be the only living opponent worthy to test his skills against) but realised that he would need something to prove legitimacy, and so approached Shoju. He comes across as focussed and clear headed, but make no mistake, Khamul is quite insane (in fact I am considering making him a protage of Kokujin.)
Unfortunately, my real life schedule went haywire, and I didn't have time to follow through with my original plan (which included having one of the monks approach both the Phoenix and Ox and lead them back to the shrine in order to curry favor for the shrine while Khamul was at Toshi Ranbo.) Now I will likely retcon Khamul's little bits at Toshi Ranbo and have him stay at the shrine with the arrival of the two clans. I had meant to post in this earlier, but simply didn't have the time to type out anything serious.
I never specified where the shrine was located except to say that it was near Shiro Chuda, though I always envisioned it being somewhere where you could easily see the ruins from it, if that helps at all (whether or not you could see it from the ruins however is another question all together...)
Regarding Asuka's Question 2, the storms were first mentioned in the Dragon response to my original "seeking recruits" post and then carried over to the Venomous Shrine thread, so they may or may not be related to the storms off the Phoenix coast. However, nothing unatural was really mentioned about them at the time, except to say that they seemed like a bad omen to the Dragon investigators.
Anyway, I'll try to become more involved so this all makes a little more sense from here on.
