On a placid afternoon, a week after the fall of Toshi Ranbo to the Lion armies, a weary messenger wearing the Dragon Clan colors arrives at Kyuden Isawa with a letter addressed to the Council of Five. The scroll is sealed by two intertwining symbols engraved in deep green wax, one in the shape of a Dragon, the other in the shape of a Fox. It is also guarded by a difficult to detect and very effective magical warding that render its contents invisible to all but the ones to whom it is addressed. In the parchment, it can be read in a fine calligraphy:
Most esteemed members of the Council of Five,
I am Tamori Manji, hatamoto of the Tamori Family of the Dragon Clan and write to you on behalf of my brethren and the people of the our beloved Rokugan.
As a priest of Inari, it has been my duty to look over the fates of the common people, even those outside the Celestial Order, since before the senseless war that now assails us began. Many have been my efforts to protect and relocate the habitants of regions directly affected by the war, but there is only so much one can do. Now, I humbly come before you to ask, as a fellow shugenja, for your noble Clan to, once again, lend its help to the common people of our Emerald Empire in their hour of need.
The Phoenix lands are both distant from the ongoing main conflicts and share a border with the territories of the Dragon. Thus, my pleas are two: first, for groups of refugees to be allowed safe passage through your lands and into our own. Second, if possible, that some of these refugees be offered shelter by your esteemed Clan, for most of these families lost all they had when they were forced to abandon their homes. I have no doubt that the opportunity to begin anew in a safe location and the possibility to provide for their own, through honest work, would leave them eternally indebted to any who provide such kindness.
I ask that we please leave our differences behind during these trying times in order to protect that which is truly precious, for it will do the Son of Heaven, our glorious Emperor Hantei the 40th-sama, no good if we assure him a throne but let his people suffer and starve. I will await for an answer at your discretion.

OOC: I don't know the individual names of the members of the Council, but Manji probably does, so, in the beginning of this letter, consider that he addresses each one by their own names, with the proper suffix -sama attached. Either that or he addresses their official representative using the same rules of proper etiquette.
