Toku Kosta was chasing bandits,he knew it was his duty. A duty he has chosen to honor Toku,the founder of his clan. But he couldnt stand that civil war. He wanted to act but he wasn't sure about the direction. The only way to make sure was to ask for guidance from his champion.
My lord, I hear that the Dragon clan is attacking the Lion clan. The main reason is the support to their "Lord". The monkey clan supports Kaneka. Should we help them defend my Lord? Or our position is to support the Emperor through the magistrate duties?
He sealed the letter and gave it to a loyal servant to make the arrangements. He was lost in his thoughts about the future of the empire.

Hirotomo looked at the stack of letters sent to him. He had managed to put quite the dent in the stack, but due to the war, more were piling up. As he took another off the stack, he saw his Magistrate Captain's writing. Perhaps more trouble with the Forest Killers? No, ah the attack on the Lion by the Dragon. What a foolish, yet remarkably brave, course of action. Hirotomo tapped the end of the brush in thought. Certainly the battle could be won without them, but they had formally declared for Toturi now.
"Toku Kosta-san, It is my belief that the Monkey's position can be best served assisting our allies. The Scorpion are theoretically dealing with the bandit attacks, and having our magistrates near the Scorpion armies gives me pause, any dealing I've had with their Champion is most likely moot, even if we like each other as men, actions have brought us to be enemies. Do whatever you think is best though, I will be sending Toku Nakata and the Monkey forces to deal with the Dragon threat to the Lion. Either way, the needs of our Lord is met. Once that battle is dealt with, I hope that the others will join my voice in taking the battle to Kyuden Otomo."

A young and bright eyed warrior, clad in old, but well maintained equipment bows deeply, head touching the floor.

Toku Kosta turns to see the young man,not too older than himself.
Young warrior winter is a harsh and poor choice for war,but with so many disadvantages come many advantages. If the Dragon clan storm with success the castle they will have whole winter to prepare for the new siege. On the same time Toturi's army and the Lion clan has the chance to crush the Dragon's clan army and destroy them completely because the road to the Dragon's clan lands are closed from the snow. Both sides care for the advantages the whole invasion shows.
Now young warrior that I explained the basics of this siege,shouldn't you present your self?

Suddenly remembering his manners the young man blushed into the floor.
"Apologies my lord. My family are descendants of the Black Wolf legion in service to the Toku, my name is Shouri. It was their thought that I should embark on a Mushashugyo, so that I might become more worldly and a greater asset to the Empire and Monkey. Already the journey from our modest home has borne fruit. Thank you for your instruction on this matter."
He remains bowing. although the smile is evident in his voice.

He remembers himself and how eager he was to prove that he can become great. Then he remembers the cruelty he has seen in his little time as head of the magistrates.
Young samurai I heard you follow Compassion, Courage, Courtesy, Duty, Honor, Justice, Sincerity. These are what we call virtue and what makes bushido so strong. Follow these and protect the people of rokugan.

He thinks for a moment. In his long journey he only was afraid of one terrible thing: The taint. It wasnt by choice that the taint could plague him and it wasnt by choice that it was plaguing the lands of the Monkey clan even now.
With a clear voice: The taint young one, the worst enemy is always the one attacking subtly your very own soul. If you want to risk not your life but your own soul there is no other greater enemy to fight than the maho-tsukai in Rokugan.
Do you think of a greater enemy young samurai?

"I think I am far too young too make such a decision. The wisdom of my Lord is well received and will be remembered. I shall make it a priority of my studies to prepare for combat against the forces of Jigoku."
The young man rose only slightly.
"Thank you, my Lord."
He punctuated the statement with a final bow before preparing to depart.
