I have a small suggestion for competitions that I first discussed with Tomatsu - make more players count in the rankings. Finishing in the top 10 is still phenomenal. If you look at the spellcraft competition, so what if Koichi or Sprinkles are a few points ahead of the other? Really they are basically equal and would destroy whole groups of other spellcasters by themselves. Luckily the spellcraft competition is a friendly but it changes for this pvp war.
I'd like to suggest that for competitions, the top 10 or even the top 20 are taken into account for their effect on the battle and/or war. Some examples...
Make a battle competition between Lion tacticians and Crane tacticians to decide whether or not some Lion elements do get hindered by Daidoji ambushes. Of course allow allies of both Clans to compete too, to make it a Hantei vs Toturi action. After 1 week look at the results. If more Hantei are in the top 20 then the Daidoji succeed. I like Shokuma's ideas a lot so perhaps use them. As they succeeded, the Lion get an extra item requirement for one of their attack options. If the Toturi side have more in the top 20 then they get an extra chance of a random item drop from one of their attack options - such as glimpse of something. Let that be useful in another action somewhere to spot an ambush.
This doesn't mean you have to ignore the "overall" winner but it makes it a little fairer on those who haven't been playing as long but are still trying to specialise. The "overall" winner, the 1st placer, they may get a special mention, perhaps an item or some such. But really the kudos should go to whatever side had the majority of brilliant tacticians - i.e. the majority of people with high battle skills.
Do the same for kenjutsu. Have a large battle with a kenjutsu competition action too. After a week or two weeks, look at the results. If the majority of the top 20 are Toturi members, then one can argue that the Toturi side has a few very good swordsman that help turn the tide of battle a little. As a result one of their actions has a +20% chance of dropping heroic opportunities for ALL players. That shows how the kenjutsu masters skills benefit the whole army. If the Hantei supporters win, then they get this bonus.
You can apply this idea to any competitions for any skill really. You can even have COMPETING competitions using this...

Hantei only action - competition using investigation - spot ambush
After a week or two, look at the top 10 from each side. Divide the results by 10. Find the average. See how close it is (with a slight bonus to the defender). If one side has an overwhelming lead then they win. In this way you can see which side has the better competing skill.
You can use the same for courtier and etiquette.
Hantei action - competition using courtier - downplay the victories and courage of Kaneda in Scorpion courts
Toturi action - competition using etiquette - defend against the verbal attack on Toturi's successes
The winner, after a week, in terms of highest average, means another + X votes on the "whose side will Scorpion join?" debate.
This way, as you're using the top 10 or even top 20, there is less chance one or two players who have super pooled something will completely bias the results. You'll get a decent average and see which side has the BEST overall at those skills. You can still reward the best players in some way.
I'd also suggest many competition actions for as many skills as possible. This will give players lots of choice and help prevent them waiting for a competition and putting tonnes of points into a skill they have a bonus in, or even marrying to get that bonus then skill point dumping. I don't think that's against the rules or bad necessarily but I can see arguments saying it's disruptive and so on. If there are 7 or 8 competitions on the go and the top results of each will mean something, then even if a few players dump saved points into a skill it won't mean the end of a chance for everyone else as they could still place in the top 20 and do well or they could have a go at another competition.
I can see a danger if allowing competing competitions of course - side A with stealth has some complain they're investigation experts and some of side B complain they are stealth experts. Again, the answer is simple, eventually have an action the other way around to ensure they can show what they are made of.
You could call these "team competitions" to highlight the fact that more results than just the overall winner will be taken into account. I hope some people like this idea ^^
